On March 14, 2025, Licensing Program Analysts (LPAs) Lauren Scott and Elizabeth Santiago met with Director, Tereadel Sosa- Borges for the purpose of an unannounced case management inspection to increase the facility’s capacity. The facility is requesting for a capacity increase from 60 preschool to 100 children ages two years to entry into kindergarten. The facility's hours of operation are Monday through Friday from 7:30 AM to 4:00 PM. The fire clearance for 100 children was granted on 02/07/2025.

LPA conducted a health and safety inspection to all accessible areas. There are 3 existing classrooms: Blue (4), Yellow (5) and Green (6). The licensee is adding 2 additional preschool classrooms: Purple (3) and Orange (2). Previous measurements of the 3 existing classrooms was used from the report dated 07/29/2021 totaling 2,129 square feet. The 2 new classrooms contain a total of 1,197 square feet. The total classroom space contains a total of 3,326 square feet, which will not accommodate the requested capacity of 100 children. Based on measurements, the facility can accommodate 94 children. There are 8 toilets and 10 sinks available to children, and a separate staff restroom is available. Children who become ill during the day will be isolated in the office and will use the staff restroom, if necessary.

All outdoor areas were free of potential hazard were observed to be free of obstruction. The child care center was observed be clean, safe, sanitary and in good repair. Floors of all rooms have a surface that is safe and clean. A comfortable temperature for children shall be maintained at all times. Furniture and equipment were observed to be sufficient in quantity, maintained in good condition, free of sharp, loose or pointed parts. Tables and chairs were observed to be meet the needs of the children. All play equipment and materials used by children were observed to be age-appropriate. LPA discussed sufficient individual permanent or portable storage space for each child’s clothing, personal belongings and/or bedding. A functional dual carbon monoxide/ smoke detector was observed in the facility. Disinfectants and medications were observed to be inaccessible and appropriately stored. LPA observed paper sign-in/sign-out system.

There is outdoor areas on the property designated for preschool children. The outdoor play area is fenced with a wrought iron fence that is at least four feet tall. There is a play structure with a safety label and age rating for children ages 2 years to 5 years. Director was reminded to follow the safety label and adhere to the age regulations. LPA observed sufficient amount of equipment and toys. There are shaded areas supplied by overhangs and sun shades.

LPA used the preschool yard measurements from report dated 07/29/2021. The outdoor preschool yard contains a total of 10,692 square feet, which will accommodate the Licensee's request for 100 preschool children.

Director was reminded any construction or equipment that could pose a hazard in the outdoor activity area shall be made inaccessible to children in care. This shall include, but not be limited to, incinerators, air- conditioning equipment, water heaters, and fuse boxes.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
